Winning team to redesign 2014 plan and create mixed-use scheme featuring offices, housing and life sciences space

Network Rail is looking to appoint an architect to design a mixed-use development of Oxford station and the surrounding area.

The transport operator has posted a contract notice for a design team to “develop and evolve” a previous scheme for the station drawn up by AHR.

The job is said to be worth between £1.9m and £2.3m and would start on 8 November this year, running to the same date in 2026 with a possible 12-month extension to 2027.

Network Rail said it wants a “comprehensive design solution” for the station which would include new entrances, housing, offices, life science space, a hotel, public realm, a multi-storey car park and a cycle hub.

The appointed team will be tasked with submitting a detailed planning application for the first phase of the masterplan, with an extension to phase 2 to be decided by Network Rail in a later procurement exercise.

Network Rail said the scheme is a critical part of the Oxford Station masterplan, which aims to deliver a “new vision for the station environment, supporting Oxford’s growth as a national rail hub and global innovation centre”.

The deadline for submissions in 10 October, with an award to be issued on 28 October.

The tender notice comes five years after Atkins was appointed to upgrade AHR’s original 2014 masterplan, which was valued then at £75m.

The scheme is part of plans to transform the station into a regional rail hub linking to the East West Rail route to Cambridge and Milton Keynes and the Cowley branch line.
